Employer Job Offer: Foreign Worker Stream
Requirements:
- Have a full-time permanent job offer in a skilled occupation at NOC TEER category 0, 1, 2 or 3
- Have at least two years of cumulative paid full-time work experience (or the equivalent in paid part-time work) in the same occupation (same NOC) as your job offer within the five years prior to the date you submit your application
- Hold a valid licence or authorization from the appropriate regulatory body in Ontario if your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario
- Have intention to reside in Ontario
- If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination
Employer Job Offer: International Student Stream
Requirements:
- Have a full-time permanent job offer in a skilled occupation at NOC TEER category 0, 1, 2 or 3
- Have received a degree or diploma that takes at least two years to complete if you study on a full-time basis, or a degree, diploma or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requiremen from an eligible Canadian institution;and have completed more than half of your studies while living and studying in Canada
- Submit application within two years of completing the requirements necessary to obtain your degree, diploma or certificate (also known as your education credential)
- Hold a valid licence or authorization from the appropriate regulatory body in Ontario if your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario
- Have intention to reside in Ontario
- If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination
Employer Job Offer: In-Demand Skills Stream
Requirements:
- Have a full-time job offer of an indeterminate duration in an eligible occupation
- Have at least 9 months of cumulative paid full-time work experience (or the equivalent in part-time work) in Ontario, in the same in-demand occupation (same NOC code) as your job offer within the three years prior to the date you submit your application
- Hold a valid licence or authorization from the appropriate regulatory body in Ontario if your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario
- Have an English or a French-language level of CLB4 or higher
- Have a Canadian secondary school (high school) diploma or credential, or its equivalent in another country; if you completed your studies outside of Canada, you need to get an ECA
- Have intention to reside in Ontario
- If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination
Eligible occupation:
The position offered can be in any location in Ontario (inside and outside the Greater Toronto Area) and must be in one of the following occupations in National Occupational Classification (NOC) TEER category 4 or 5:
- NOC 44101 – Home support workers, caregivers and related occupations
- NOC 65202 – Meat cutters and fishmongers – retail and wholesale

The position offered must be outside the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions) and must be in one of the following occupations in National Occupational Classification (NOC) TEER category 4 or 5:

- NOC 94105 – Metalworking and forging machine operators
- NOC 94106 – Machining tool operators

Employer requirements for Employer Job Offer Category:
- Employers must have been in active for at least 3 years in Ontario
- Must have business premises in Ontario
- Employers inside of the Greater Toronto Area must have: a minimum of $1,000,000 in gross annual revenue for the most recent fiscal year and five full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work
- Employers outside of the Greater Toronto Area must have: a minimum of $500,000 in gross annual revenue for the most recent fiscal year and three full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work
Job offer requirements for Employer Job Offer Category:
- The job offer must be for a full-time and permanent position.
- The pay of the job offered must meet or be higher than the median wage level
- Position is urgently necessary to employer’s business
- Work based in Ontario
Human Capital: Masters Graduate Stream
The Masters Graduate stream gives international graduates with an Ontario masters degree the opportunity to apply to permanently live and work in Ontario.
Requirements:
- Have obtained a Master’s degree that is at least one academic year of full-time study and from an eligible Ontario institution
- Have an English or a French-language level of CLB7 or higher
- Have legally lived in Ontario for at least one year in the past two years before you apply
- Have enough money to support yourself and your dependent family members when you settle in Canada
- Have intention to reside in Ontario
- Submit application within two years of completing the requirements necessary to obtain masters degree
- A minimum level of savings or income to support you and your family members
- Must be either living in Ontario with legal status (study permit, work permit, visitor record) or living outside Canada at the time you apply
- If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination

Human Capital: PhD Graduate Stream
The PhD Graduate stream gives international graduates with an Ontario PhD degree the opportunity to apply to permanently live and work in Ontario.
Requirements:
- Completed the requirements necessary to obtain a PhD degree from an eligible Ontario institution; at least two years of PhD studies must have been completed while legally living and studying in Ontario
- Have resided in Ontario for at least 12 months (cumulative) in the past 2 years before you apply
- A minimum level of savings or income to support you and your family members
- Submit the application within two years of completing the requirements necessary to obtain your PhD degree
- Intend to reside in Ontario
- If you are applying from within Canada, you must have legal status at the time you apply and should maintain that status until the time of nomination

Human Capital: Express Entry French-Speaking Skilled Worker Stream
It gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.
Requirements:
- Under the Federal Skilled Worker Program, you must have at least one year of continuous paid full-time work experience (or the equivalent in paid part- time work) in NOC TEER Category 0, 1, 2 or 3; the work experience must have been in the same primary occupation as you identified in your Express Entry profile and obtained within the last five years from the date of submitting your application to the OINP
- Under the Canadian Experience Class (CEC), you must have at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in NOC TEER Category 0, 1, 2 or 3; the work experience must have been in one or more of the occupations that you identified in your Express Entry profile, obtained within the last three years from the date of submitting your application to the OINP, and in Canada while maintaining legal status in Canada
- You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country; if you completed your studies outside of Canada, you need to get an ECA
- A minimum of CLB7 in French and a minimum of CLB 6 in English
- A minimum level of savings or income to support you and your family members
- Intention to live in Ontario
- Must have legal status in Canada if currently residing in Canada
Human Capital: Express Entry Human Capital Priorities Stream
This stream is given foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.
Requirements:
- Under the Federal Skilled Worker Program, you must have at least one year of continuous paid full-time work experience (or the equivalent in paid part- time work) in NOC TEER Category 0, 1, 2 or 3; the work experience must have been in the same primary occupation as you identified in your Express Entry profile and obtained within the last five years from the date of submitting your application to the OINP
- Under the Canadian Experience Class (CEC), you must have at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in NOC TEER Category 0, 1, 2 or 3; the work experience must have been in one or more of the occupations that you identified in your Express Entry profile, obtained within the last three years from the date of submitting your application to the OINP, and in Canada while maintaining legal status in Canada
- You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country; if you completed your studies outside of Canada, you need to get an ECA

- Intention to live in Ontario
- Must have legal status in Canada if currently residing in Canada
Human Capital: Express Entry Skilled Trades Stream
It gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario.
Requirements:
- Qualify for the EE and have a valid profile in Express Entry Pool
- Have at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Ontario in NOC Major Groups 72 (excluding occupations under transportation officers), 73, 82, 83, 93 (excluding aircraft assemblers and aircraft assembly inspectors) or Minor Group 6320 (excluding cooks) ; the work experience must have been obtained within the last two years from the date of submitting your application to the OINP, in one or more of the occupations that you identified in your Express Entry profile, and in Ontario while maintaining legal status in Canada
- Have related licensing if applicable
- Be living in Ontario and hold a valid work permit at the time you apply
- Have a minimum of CLB 5 in English or French
- A minimum level of savings or income to support you and your family members
- Intend to reside in Ontario
Business Category: Entrepreneur Stream
Requirements:
- At least 24 months of full-time business experience in the last 60 months, experience must be that of a business owner or senior manager (business management)
- If the investment business is located within the Greater Toronto Area (City of Toronto and Durham, Halton, York and Peel regions), have a net worth of at least CAD 800,000, invest at least CAD 600,000, and create at least 2 permanent full-time jobs for Canadian citizens or permanent residents
- If the investment business is located outside the Greater Toronto Area, have a net worth of at least $400,000, invest at least $200,000, and create at least 1 permanent full-time job for Canadian citizens or permanent residents
- If your proposed business is in the information and communications technology/digital communications sector then regardless of location, make a minimum personal investment of $200,000 Canadian, and create at least 1 permanent full-time job for Canadian citizens or permanent residents
- Must continue to actively participate in the operation and management of the business
- Control at least one-third of the equity in the business
- If acquiring an existing business, must have visited Ontario within the last 1 year
General business requirements:
- The purpose of the business must be to make a profit from active income through the sale of goods and/or services.
- The business must comply with all applicable federal, provincial or municipal legal, regulatory and licensing requirements. This includes compliance with Ontario’s labour and employment standards laws.
- Your business must operate on a permanent basis in Ontario. Project-based and seasonal businesses are ineligible.
- You must maintain a place of business in Ontario at all times.
- Any third-party investors must be a Schedule I or Schedule II bank or an institutional investor.
Additional requirements if purchasing an existing business:
- you must make at least one business-related visit to Ontario within 12 months from the date of registering an expression of interest
- the business being purchased must have been in continuous operation by the same owner(s) for the previous 60 months (proof of ownership and either a letter of intent to purchase the business or sale agreement is required)
- ownership of the business must be completely transferred to the applicant or any business partner
- the previous owner(s) cannot retain any shares of the business
- you must use at least 10% of your personal investment towards improving or expanding the business in Ontario
- you must keep all permanent, full-time jobs in the business prior to the transfer of ownership
- the proposed business must not have been previously owned/operated by current or former OINP business stream nominees, including anyone who has received a certificate of nomination under the Entrepreneur Stream or the Opportunities Ontario Investor Component
Ineligible types of business:
- automated car wash business
- holding companies
- laundromats
- pawnbrokers
- pay day loan and related businesses
- scrap metal recycling
- tire recycling
- a business involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services
- businesses which have been previously owned or operated by a current or former OINP Entrepreneur Stream nominee or a nominee under the former investor component of the Opportunities Ontario program
If your proposed business will be located in the Greater Toronto Area, the following types are also ineligible:
- existing franchises in Ontario (new foreign franchises expanding into Ontario are permitted)
- gas stations
- bed and breakfasts
The Entrepreneur Stream application is a two-stage process. An overview of the process follows:
Stage 1
- Register an expression of interest by email.
- If invited, submit an online application.
- You and your business partner (if applicable) attend a mandatory interview.
- If your stage 1 application is successful, you must sign a performance agreement.
Stage 2
- We issue a temporary work permit support letter so that you can apply to IRCC for a temporary work permit.
- Establish your business – you have 20 months from the date you arrive in Ontario to implement your business plan and submit a final report.
- If your business meets all requirements, we ask you for documentation to make sure you are eligible for nomination for permanent residence.
