Introduction

The Northwest Territories (NWT) makes up a large part of Canada’s North. There is a lot of space to live, explore and play within its 1.3 million square kilometers. There are 33 communities in the NWT with a total population of 44,718 with about 18,884 living in the capital city, Yellowknife.

To immigrate here through the Northwest Territories Nominee Program, you need to either be ready to open, purchase or invest in a business in the NWT or have a job offer from an employer in the NWT.

NTNP consists of the following steams:

Employer Driven Stream includes:


Entry Level/Semi-Skilled Occupations Category

The Entry Level/Semi-Skilled Occupations helps employers fill shortages for entry-level jobs when they cannot find a Canadian candidate locally or nationally for a position. This category is for occupations that fall under National Occupation Classification (NOC) TEER 4 or 5.

Requirements:

  1. Have a permanent, full-time job offer from a NWT employer in a NOC TEER 4 or 5 occupation
  2. Have worked in the same position with NWT nominating Employer for a minimum of six (6) months full-time immediately prior to submitting an application
  3. Have legal status to work and must have a valid work permit for the duration of the application process
  4. Demonstrate intention to settle permanently in the NWT
  5. Have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements
  6. Meet the Northwest Territories’ certification, licensing, or registration requirements of the job (if applicable); For non-regulated occupations, the Employer is responsible for ensuring that the Nominee Applicant meets occupational standards and has the required work experience for the specific occupation
  7. Nominee Applicants who completed education outside of Canada must have their international educational credentials assessed to compare them to educational standards in Canada
  8. Must undergo mandatory language testing and achieve a minimum language standard of the Canadian Language Benchmark (CLB) Level 4, in either English or French, across all four categories
  9. Demonstrate they have sufficient funds to establish and maintain themselves and any dependents within the Northwest Territories. Nominee Applicants are required to have $10,000 CAD for themselves, and an additional $2,000 CAD for each accompanying dependent


Skilled Worker Category

The Skilled Worker category helps employers attract qualified individuals if there are shortages of workers for jobs in the NWT that require formal education, specialized training, or both. This category is for occupations that fall under National Occupation Classification (NOC) TEER 0, 1, 2 or 3.

Requirements:

  1. Have a permanent, full-time job offer from a NWT employer in a NOC TEER 0, 1, 2 or 3 occupation
  2. Have one (1) year of full-time experience within the last 10 years in the same or similar occupation that they are being nominated for
  3. Have legal status to work and must have a valid work permit for the duration of the application process
  4. Demonstrate intention to settle permanently in the NWT
  5. Have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements
  6. Meet the Northwest Territories’ certification, licensing, or registration requirements of the job (if applicable); For non-regulated occupations, the Employer is responsible for ensuring that the Nominee Applicant meets occupational standards and has the required work experience for the specific occupation
  7. Nominee Applicants who completed education outside of Canada must have their international educational credentials assessed to compare them to educational standards in Canada

Nominee Applicants being supported in NOC TEER 0 and 1, must undergo mandatory language testing and achieve a minimum language standard of the Canadian Language Benchmark (CLB) Level 6; Nominee Applicants being supported in NOC TEER 2 and 3, must undergo mandatory language testing and achieve a minimum language standard of the Canadian Language Benchmark (CLB) Level 5
  9. Demonstrate they have sufficient funds to establish and maintain themselves and any dependents within the Northwest Territories. This is demonstrated from the valid job offer and industry rate of pay.


NWT Express Entry Category

The NWT Express Entry category is for Skilled Workers who have a profile in the Express Entry System, a federal program with expedited application times for skilled individuals who want to work and live in the NWT. This category is for occupations that fall under National Occupation Classication (NOC) TEER 0, 1, 2 or 3.

Requirements:

  1. Be accepted into IRCC’s Express Entry Pool, provide the acceptance letter issued by IRCC’s Express Entry Pool
  2. Have a profile registered in the Express Entry system and a valid job seeker validation code
  3. Maintain valid status in IRCC’s Express Entry pool throughout the application process
  4. Have expressed interest in permanently settling in the NWT in IRCC’s Express Entry profile
  5. Have a permanent, full-time job offer from a NWT employer in a NOC TEER 0, 1, 2 or 3 occupation
  6. Have one (1) year of full-time experience within the last 10 years in the same or similar occupation that they are being nominated for
  7. Have legal status to work and must have a valid work permit for the duration of the application process
  8. Demonstrate intention to settle permanently in the NWT
  9. Have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements
  10.   13. Demonstrate they have sufficient funds to establish and maintain themselves and any dependents within the Northwest Territories. This is demonstrated from the valid job offer and industry rate of pay.


Business Stream

The Business Stream is for people who want to start a business in the NWT, purchase an existing business based here, or invest in and operate an existing business based here.

Requirements:

  1. Commit to invest:
    • A minimum of $300,000 CDN equity* into starting or buying a business within the corporate boundaries of Yellowknife, Northwest Territories; or
    • A minimum of $150,000 CDN equity* into starting or buying a business outside of the corporate boundaries of Yellowknife, Northwest Territories.
  2. Have a personal net worth of:
    • At least $500,000 CDN if starting or buying a business within the corporate boundaries of Yellowknife, Northwest Territories; or
    • At least $250,000 CDN if starting or buying a business outside the corporate boundaries of Yellowknife, Northwest Territories.
  3. Own at least 33.3% of the business, unless personal equity investment is at least $1,000,000 CDN, in which case you may own less
  4. Achieved a level of proficiency of 4 against the Canadian Language Benchmark (CLB 4) in English or the equivalent language level against the Niveaux de competence linquistique Canadiens (NCLC) in French upon application.
  5. Demonstrate reasonable knowledge and understanding of the Northwest Territories and its economy
  6. Demonstrate reasonable communication skills appropriate to conduct business in the Northwest Territories and to integrate into the local community
  7. Have the necessary experience and education to successfully implement the business plan
  8. Demonstrate sufficient financial resources to start and operate a business and support themselves sand any dependents for the duration of the applicant’s Business Performance Agreement
  9. Not have an active application with any other provincial or territorial nominee program
  10. Not have an active application with any other stream of the Nominee Program in the Northwest Territories
  11. Not be a Refugee Claimant
  12. Be ready and willing to settle full-time right here in the NWT


Francophone Stream

The Francophone Stream allows qualified foreign nationals, who speak both French and English and have a valid job offer from an NWT Employer, to apply to the NTNP. This program stream helps to fill labour shortages while diversifying and expanding the labour force in the NWT with qualified bilingual workers.

Requirements:

  1. Have a permanent, full-time job offer from a NWT employer in any NOC TEER occupation (TEER 0, 1, 2, 3, 4 and 5)
  2. Have one (1) year of full-time experience in the occupation they are being nominated for within the last 10 years OR six (6) months of full-time work experience in the NWT in the occupation they are being nominated for
  3. Achieve a minimum language standard of the Canadian Language Benchmark (CLB) Level 5 in French, across all four categories: listening, speaking, reading and writing
  4. Achieve a minimum language standard of the Canadian Language Benchmark (CLB) Level 4 in English, across all four categories: listening, speaking, reading and writing
  5. Nominee Applicants currently in Canada must have legal status to work and must have a valid work permit for the duration of the application process
  6. Intend to settle permanently in the Northwest Territories
  7. Have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements
  8. Meet the Northwest Territories’ certification, licensing, or registration requirements of the job (if applicable); For non-regulated occupations, the Employer is responsible for ensuring that the Nominee Applicant meets occupational standards and has the required work experience for the specific occupation
  9. Have a minimum of high school education. Nominee Applicants who completed education outside of Canada must have their international educational credentials assessed to compare them to educational standards in Canada
  10. Demonstrate they have sufficient funds to establish and maintain themselves and any dependents within the Northwest Territories. Nominee Applicants are required to have $10,000 CAD for themselves, and an additional $2,000 CAD for each accompanying dependent
