Introduction:

The Yukon Nominee Program (YNP), a Provincial Nominee Program (PNP), is a collection of immigration pathways enabling foreign nationals to become Canadian permanent residents.

The YNP consists of the following streams:


Yukon Express Entry Stream:

Requirements:

  • Meet the requirements of one of the three federal economic immigration programs
  • Complete the online Express Entry application to receive a Profile Number and, if applicable, a Job Seeker Validation Code
  • Have sufficient settlement funds to support themselves and any accompanying family members in Canada
  • Have a valid permanent, full-time job offer in NOC TEER 0, 1, 2 or 3 from an eligible Yukon employer
  • Have a genuine intention to live and work in Yukon


Skilled Worker Stream:

Requirements:

  • Have a guaranteed year-round, full-time job offer in Yukon in NOC TEER 0, 1, 2 or 3 occupation
  • Have one year of directly related work experience for the position being nominated over the 10-year period before the date of your Yukon Nominee Program application
  • Possess education and work experience that satisfy the requirements of the job
  • Have a language score of at least CLB 7 if job falling in NOC TEER 0 or 1; CLB 5 if job falling in NOC TEER 2 or 3
  • Complete high school education
  • Have and maintain a valid temporary resident status, if in Canada at the time of the application;
  • Not be a refugee claimant
  • Any foreign national who is in Canada on a student permit needs to demonstrate completion of all the requirements of the academic program before being considered for the YNP

Employer eligibility:

To qualify you must:

  • be a permanent resident of Canada;
  • have been operating in Yukon as:
    • a registered Yukon business with an office in Yukon for at least 1 year before you apply to the program;
    • an industry association with an office in Yukon for at least 1 year before you apply to the program;
    • a municipal, First Nation or territorial government for at least 1 year before you apply to the program; or
    • a non-profit organization for at least 3 years, with funding for at least 1 year following your application to the program.
  • have current and valid required licenses under applicable federal, territorial and municipal requirements;
  • be in a registered business that has operated in Yukon for at least 1 year on a full-time basis; and
  • not be operating any of the following types of businesses:
    • bed and breakfasts of less than 10 rooms;
    • hobby farms;
    • home-based businesses or distribution operations;
    • taxi-cab companies;
    • businesses owned and operated by active Yukon business nominees;
    • passive investments;
    • business consultation and personal services;
    • real estate; and
    • holdings companies.


Critical Impact Worker Stream:

Requirements:

  • Have a minimum of six months directly related work experience for the position being nominated over the 10-year period before the date of your Yukon Nominee Program application
  • Have a guaranteed year- round, full-time job offer in Yukon in NOC TEER 4 or 5 occupation
  • Possess education and work experience that satisfy the requirements of the job
  • Have a language score of at least CLB 4
  • Complete high school education
  • Have and maintain a valid temporary resident status, if in Canada at the time of the application;
  • Not be a refugee claimant
  • Any foreign national who is in Canada on a student permit needs to demonstrate completion of all the requirements of the academic program before being considered for the YNP

Business Nominee Stream:

Requirements:

  • Achieve a score of at least 65 points on the assessment grid
  • Have at least a high school education. If your business requires more education, you must also provide proof of these credentials
  • Have at least 3 years of entrepreneurial or business management experience
  • Have at least 5 years work experience that is relevant to your business
  • Not be a refugee or have an active request for refugee status with the Government of Canada
  • Have never been denied immigration by the Government of Canada
  • Have no active applications for any other provincial or territorial nominee program
  • Have a net worth of at least $500,000 CAD. You must also have documentation and verification by a Yukon accounting firm that you obtained it through legal means
  • Have a minimum of $300,000 in liquid assets. This includes things like cash, bonds and cash derivatives. You must also have documentation and verification by a Yukon accounting firm that you obtained it through legal means
  • Intend to permanently live in Yukon
  • Agree to live in Yukon with dependents, if applicable, while managing and investing in your own business in Yukon
  • Hold a position within your business of NOC 0 or 1.
  • Have not yet purchased or started your business in Yukon at the time of your application to the program
  • Invest at least $300,000 in capital investments for the business in the first 2 years
    • This does not include any capital investments made before your acceptance into the Yukon Business Nominee Program
    • Capital investments include purchases such as property or equipment. It does not include purchases such as a house, vehicles that are only partially for the business and operational or maintenance expenses

Business eligibility

Your proposed business must:

  • be a new business or a purchase of an existing Yukon business
  • be managed by you
  • not be a passive investment
  • belong to any 1 of the following strategic sectors:
    • Information technology
    • Manufacturing
    • Value-added processing
    • Forestry
    • Tourism products, attractions, services and facilities
    • Energy
    • Mining or mineral development
    • Agriculture
    • Cultural industries
    • Film and video production

Your proposed business must not belong to 1 of the following ineligible sectors and activities:

  • Passive investments
  • Retail, wholesale operations, distribution operations
  • Restaurants
  • Financial services
  • Business, consultation and personal services
  • Most professional services
  • Real estate
  • Holding companies
  • Gas stations


Yukon Community Program

The Yukon Nominee Program (YNP) launched the Yukon Community Program (YCP) in January 2020. We used to call the Yukon Community Program the Yukon Community Pilot Program. The program offers flexible employment options for hiring foreign workers. Employers can create a single position with up to 3 occupations that together equal 1 full-time position. The applicant may be eligible for a 2-year location-restricted open work permit under the YCP.

Requirements:

  • Have a valid nomination for permanent residence from Yukon
  • Have 2 or 3 eligible job offers, which must add up to a full-time job and must all be in the same participating Yukon community
  • Have a signed letter of support from the Government of Yukon
  • Meet the general requirements for a work permit

 The program is for employers in:

  • Carcross
  • Carmacks
  • Dawson City
  • Haines Junction
  • Watson Lake
  • Whitehorse

Employer eligibility:

  • The owner or operator of the business must be a Canadian citizen or a permanent resident of Canada
  • your business must be in good standing with:
    • the Government of Yukon’s Corporate Affairs Branch;
    • the Government of Yukon’s Employment Standards Branch; and
    • Yukon Workers’ Compensation Health and Safety Board
  • be a permanent resident of Canada
  • have been operating in Yukon as:
    • a registered Yukon business with an office in Yukon for at least 1 year before you apply to the program;
    • an industry association with an office in Yukon for at least 1 year before you apply to the program;
    • a municipal, First Nation or territorial government for at least 1 year before you apply to the program; or
    • a non-profit organization for at least 3 years, with funding for at least 1 year following your application to the program
  • have current and valid required licenses under applicable federal, territorial and municipal requirements
  • be in a registered business that has operated in Yukon for at least 1 year on a full-time basis
  • not be operating any of the following types of businesses:
    • bed and breakfasts of less than 10 rooms;
    • hobby farms;
    • home-based businesses or distribution operations;
