Skilled Worker Stream

The New Brunswick Skilled Worker Stream is specially designed for foreigners who will contribute to the New Brunswick economy with their work experience, skills and education level. The minimum eligibility requirement for candidates is to be sponsored by an employer in New Brunswick and intend to live and work permanently in the province.

The following NOC occupations are currently not being accepted under any stream of the New Brunswick Provincial Nominee Program (NBPNP) including the NB Skilled WorkerNB Express Entry, or NB Strategic Initiative streams:

  • NOC 62020 – Food service supervisors
  • NOC 65201 – Food counter attendants, kitchen helpers and related support occupations
  • NOC 65200 – Food and beverage servers

Requirements:

  1. Intend to reside in New Brunswick
  2. Receive a genuine permanent, unconditional, full time, year-round offer of employment in an eligible occupation; International graduates on a federal post-graduate work permit are not eligible to apply if their job offer falls under NOC TEER Category 4 or 5
  3. Must score a minimum of 60 points out of 100 in the selection factors for the New Brunswick Skilled Worker Stream
  4. Age between 19 and 55 years old
  5. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB 4
  6. Have completed secondary or higher education, foreign credential needs proof of ECA
  7. Have at least 12 months of work experience related to the job offer in the last 5 years before an application is submitted; or international graduates with a minimum 1-year degree, diploma, or certificate from a New Brunswick university, college, trade or technical schools, or another accredited institute and are eligible for a post-graduate work permit

Transport Truck Drivers Pathway:

On February 24, 2022, a new Transport Truck Drivers Pathway was established under the Skilled Worker Stream. The requirements are as follows:

  1. Intend to reside in New Brunswick
  2. Applicants must hold a valid New Brunswick Class 1 driver’s license when submitting the application;
  3. The applicant has at least 2 years of truck driver experience in the past 5 years
  4. Receive a genuine permanent, unconditional, full time, year-round offer of employment in an eligible occupation
  5. Must score a minimum of 60 points out of 90 in the selection factors for the New Brunswick Skilled Worker Stream
  6. Age between 19 and 55 years old
  7. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB 4
  8. Have completed secondary or higher education, foreign credential needs proof of ECA

Employer eligibility requirements:

  1. Have an established place of business, defined as a physical structure that is
    • owned or leased by the Employer;
    • located within New Brunswick and which has both a street and mailing address within New Brunswick;
    • open for business and staffed during regular business hours by one or more persons employed on a permanent basis for the purpose of the general management of the employer’s business operations, and which has clear signage representing the business and telephone service in the business name
  2. Have been in continuous, active operation in New Brunswick for at least two years under the same ownership. If there is or has been a change in ownership, the business must continue to operate for at least two years under new ownership before being able to access New Brunswick immigration programs. This does not apply, if the change of ownership has been to a direct family member.
  3. Be in good standing with any provincial and or federal legislation governing employment standards and occupational health and safety legislation.
  4. Not be in violation of the Immigration and Refugees Protection Act or Immigration and Refugees Protection Regulations.
  5. Employers must be actively engaged in the NB business, and therefore directly connected to the employment of candidates. Consequently, recruitment-type, temporary placement-type, or broker-type agencies are not permitted. An Immigration Program Officer must be satisfied that the individual making the offer of employment has an employer-employee relationship.
  6. Employer must complete the NBPNP-004.


Strategic Initiative Stream (French)

This program is mainly for applicants with CLB5 French proficiency.

The following NOC occupations are currently not being accepted under any stream of the New Brunswick Provincial Nominee Program (NBPNP) including the NB Skilled WorkerNB Express Entry, or NB Strategic Initiative streams:

  • NOC 62020 – Food service supervisors
  • NOC 65201 – Food counter attendants, kitchen helpers and related support occupations
  • NOC 65200 – Food and beverage servers

Requirements:

  1. Age between 19 and 55 years old
  2. Demonstrate proficiency in each of the four language abilities equivalent to or greater than NCLC 5 for French
  3. Intend to reside in New Brunswick
  4. Have completed secondary or higher education, foreign credential needs proof of ECA
  5. Make an exploratory visit for a minimum of 5 full business days in the last 12 months prior to submitting and EOI; or have a genuine permanent, fulltime offer of employment from a NB employer in an occupation classified at s TEER Category 1-5; or receive a direct invitation from the province of NB
  6. Have sufficient funds to support the settlement of applicant and all dependent family members
  7. Must score a minimum of 65 points out of 100 in the selection factors for the New Brunswick Strategic Initiative Stream


Business Immigration Stream

This immigration category is an economic immigration pathway for experienced entrepreneurs who will establish, operate and actively manage a business while permanently living or settling in NB.

Requirements:

  1. Aged between 21 and 59 years old
  2. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB 5
  3. Have completed secondary or higher education, foreign credential needs proof of ECA
  4. Have a personal net worth of at least $500,000 CAD
  5. Make an eligible investment of not less than $150,000 CAD
  6. Control at least 33.3% equity in the business
  7. If buying an existing business, the business has been in continuous operation by the same owner for the 3 years prior to the purchase date; and the owner is a PR or citizen of Canada
  8. Create at least 1 full-time job for a PR or citizen of Canada living in NB
  9. Reside in New Brunswick 75% of the time of Business Establishment Period (BEP), and reside within 100 kms ofplace of business
  10. Must score a minimum of 65 points out of 100 in the selection factors for the New Brunswick Business Immigration Stream


Express Entry Stream

Effective May 20, 2022, the Express Entry Stream in New Brunswick has temporarily paused, applications submitted May 20, 2022, or later, will not be finalized until further notice.

The following NOC occupations are currently not being accepted under any stream of the New Brunswick Provincial Nominee Program (NBPNP) including the NB Skilled WorkerNB Express Entry, or NB Strategic Initiative streams:

  • NOC 62020 – Food service supervisors

Requirements:

  1. Submitted a federal Express Entry Profile and has a valid Federal EE Profile Number and Job seeker Validation Code
  2. Must score a minimum of 67 points out of 100 in the selection factors for the New Brunswick EE Stream
  3. Intend to reside in New Brunswick
  4. Have eligible connection to New Brunswick:
    • currently working in New Brunswick or have received a job offer from a New Brunswick employer; OR
    • international students from any designated institutions located in New Brunswick in a program that is eligible for a PGWP who
      • have either completed their studies in the past six months, are currently living in the province and are actively seeking employment in the province OR
      • are about to complete their studies:
        • Undergraduate students and graduated students enrolled in coursework-based programs: you may apply three months prior to your graduation.
        • Graduate students (Masters and PhD) enrolled in thesis-based programs: you may apply once your thesis has been officially submitted for evaluation.
    • be issued a Letter of Interest (LOI)
  5. Have sufficient funds to support the settlement of applicant and all dependent family members;you do not need to demonstrate proof of funds if you are authorized to work in Canada and you have a valid job offer that meets certain
  6. Aged between 22 and 55 years old

LanguageYour spouse or common-law partner has a language level in either English or French at CLB 4 level or higher in all 4 language abilities (speaking, listening, reading and writing).
To earn these points, you must submit your spouse or common-law partner’s test results from an approved agency when you apply. The language tests are valid for two years after the date of the test result. They must be valid on the day you apply to IRCC for permanent residence.

Employer must be in good standing in New Brunswick. To be considered in good standing an employer will:

  1. have been in continuous, active operation in New Brunswick for at least two years
  2. be operating a genuine business
  3. be financially sound
  4. be in good standing with any provincial and or federal legislation governing employment standards and occupational health and safety legislation
  5. not be in violation of the Immigration and Refugees Protection Act (IRPA) or Immigration and Refugees Protection Regulations (IRPR)


Private Career College Graduate Pilot

This Pilot is accessible to new graduates, from specific private career colleges in New Brunswick, that are not eligible for the federal Post-graduation Work Permit (PGWP) program.

Requirements:

  • Complete study from an eligible private career college in New Brunswick in a priority occupation program that is 10 months or longer
  • Secure in-province, full-time employment in an identified priority occupation related to field of study within 90 days upon graduation
  • Intent to reside in NB
  • Be between 19-55 years of age
  • Obtain a minimum score equal to or greater than a Canadian Language Benchmark (CLB) 5

Critical Worker Pilot

The New Brunswick Critical Worker Pilot is a five-year pilot program effective in December 2022 that addresses critical labour shortages in various sectors and across different regions in the province. The Critical Worker Pilot is an employer-driven stream, based on targeted recruitment for skilled workers and therefore candidate applications to the pilot are made through the participant employer. The program does not accept direct applications from interested candidates.

Requirements:

  • Prove a genuine intention to reside in New Brunswick
  • Have a valid job offer from an eligible employer to be considered for nomination by GNB
  • Be between 19-55 years of age
  • Obtained a minimum score equal to or greater than a CLB4
  • Have a Canadian secondary (high school) diploma or a foreign high school diploma equal to a Canadian credential. If you have a foreign education you will need an ECA report
  • Have worked at least 1,560 hours, over a period of 12 months in the last five years;Under the terms of this pilot, if you do not have required work experience at the time of application, your New Brunswick employer must provide a signed attestation letter as part of the nomination application

Employer eligibility requirements:

  • Be and to remain in good standing with all immigration programs administered by the province and the federal government, and with regard to the Immigration and Refugee Protection Act (IRPA)
  • Be and to remain in good standing with provincial and federal employment standards and occupational health and safety acts and/or regulations, including all those which pertain to Temporary Foreign Workers
  • Have participated in an international recruitment mission with ONB Immigration (in-person or remotely) within the past two (2) calendar years
  • Demonstrate acceptable immigration performance over the past three (3) years, where acceptable performance is defined as regular foreign national recruitment through the NBPNP or other provincial permanent resident immigration stream (such as the AIP)
  • Endeavour to increase the total number of newcomers recruited through a permanent resident immigration stream throughout the course of this pilot;
  • Endeavour to attain a one-year provincial newcomer retention rate of at least 85% per year throughout the duration of the pilot project, adhering to provincial objectives as laid out in New Brunswick’s Population Growth Strategy;
  • Have newcomer settlement programs/plans in place and maintain these throughout the pilot project, and to collaborate with local settlement agencies, as required, to ensure the quality and viability of said settlement programs/plans;
  • Develop and maintain housing and transportation plans for newcomers prior to them attaining PR;
  • Provide proof of having completed a Human Resource Support Services (HRSS) assessment from Working NB within the past two calendar years or to demonstrate internal capacity by having a documented human resource plan/strategy;
  • Remain current with all reporting requirements over the duration of the pilot, including participation in any employer follow-up surveys after the pilot end date.
