Introduction

The Manitoba Provincial Nominee Program (MPNP) seeks recent graduates, skilled workers, businesspeople and their families with the intention and ability to successfully settle and economically establish in Manitoba as permanent residents. Manitoba makes it easy to immigrate and settle in our province.

Streams under MPNP include Skilled Worker Stream, International Education Stream and Business Investor Stream.

Skilled Worker Immigration Stream includes two pathways:

Skilled Worker in Manitoba

Current programs:

Temporary Foreign Worker Requirements:

  • You must possess a valid work permit.
  • Have completed at least six months (continuous) full-time employment with a Manitoba company; If you graduated from a post-secondary program in another Canadian province, you must first have been working for that Manitoba employer for at least one year.
  • A Manitoba company has offered you a long-term, full-time job; the offer must be from the same employer for whom you have been working full-time for the required time period.
  • You must have all qualifications for the position including training/education and any required licence or certification.
  • You must have job-ready English; specifically you must demonstrate the English or French proficiency to fulfill the duties of your job description.
  • Your connection to Manitoba through employment must be stronger than ties you may have to another province.
  • You must demonstrate in a Settlement Plan your intention and plan to live, work and establish your work and family life in Manitoba as a permanent resident.
  • You must provide documented proof of settlement funds.

International Student Working Graduate Requirements:

  • You attended an authorized education or training program at a public, or registered private vocational, post-secondary institution in Manitoba. (Language programs are specifically excluded.)
  • Your academic/vocational program was full-time and at least one academic year in duration.
  • You successfully completed your program and were awarded a diploma, degree or certificate.
  • You have been continuously working at least six months for the same employer who has offered you a permanent (long-term) full-time job.
  • You have a valid post-graduation work permit from Immigration, Refugees, and Citizenship Canada (IRCC).
  • Your connection to Manitoba through employment is stronger than ties you may have to another Canadian province.
  • You demonstrate in a Settlement Plan your intention and plan to live, work and establish your work and family life in Manitoba as a permanent resident.
  • You have all qualifications and the English or French language proficiency to fulfill the duties of your job.

New programs:

Manitoba Work Experience Pathway Requirements:

  1. Temporary Foreign Workers (TFW) or Manitoba graduates in-demand occupations at least 6 months employment experience or TFW or Manitoba graduates not-in-demand occupations at least 12 months employment experience or Out-of-province graduates in-demand occupations have at least 12 months of employment experience
  2. Applicants must be residing and/or working in MB at the time of application; Applicants must have a long-term, full-time job offer that meets Manitoba’s employment and wage standards for the occupation; working conditions consistent with Canadian Citizens/ PR of Canada; not home-based, part-time, temporary, seasonal or commission-based position
  3. Minimum CLB 7 for Regulated Jobs; CLB 6 for Compulsory trades; CLB5 for all other NOC 0, A, B jobs; CLB4 for NOC C or D
  4. Demonstrate ability and intent to reside in Manitoba

Manitoba Employer Direct Recruitment Pathway Requirements:

  1. Minimum of two years in the past five years of employment experience relevant to the occupation being recruited, or other relevant experience identified by the employer
  2. Long-term, full-time job offer that meets Manitoba’s employment and wage standards for the occupation; Employer business has been operating over three years; working conditions consistent with Canadian Citizens/ PR of Canada; not home-based, part-time, temporary, seasonal or commission-based position
  3. Minimum CLB 7 for Regulated Jobs; CLB 6 for Compulsory trades; CLB5 for all other NOC 0, A, B jobs; CLB4 for NOC C or D
  4. Demonstrate ability and intent to reside in Manitoba.
  5. Must have post-secondary education; if licence or certificate required, the applicant must apply to the regulatory body to have your qualifications and skills assessed and/or pass an examination; For NOC C or D occupations, the MPNP reserves the right to select individuals with no post-secondary education, providing they possess the required training for the job according to employer requirements and NOC description
  6. Prospective employers must meet specific eligibility criteria as defined by the MPNP


Skilled Worker Overseas

Requirements:

  • Demonstrate an established connection to Manitoba either:
    • through the support of family members or friends
    • through previous education or work experience in the province, or
    • through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative
  • Score at least 60 points in the MPNP points system
  • Have at least CLB/NCLC 4 if occupation is classified at TEER 4 or 5 (previously NOC C or D)
  • Have six months (continuous) or longer full-time employment in the past five years

New programs:

Manitoba Express Entry Pathway Requirements:

  1. Demonstrate acceptance into the Express Entry pool
  2. Minimum of six months of work experience in an in-demand occupation, submit a complete career plan
  3. Minimum CLB 7 for NOC 0 or A or Minimum CLB 6 for NOC B
  4. Completed one post-secondary program of at least one year (Canadian equivalent)
  5. At least 18 years old
  6. Demonstrate the ability and intent to become economically established and reside in Manitoba and Have the confirmed support of a close friend or relative who has resided in Manitoba for at least one year or hold a valid Invitation to Apply issued by the MPNP
  7. Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

Manitoba Human Capital Pathway Requirements:

  1. At least six-month full-time employment experience. Zero points will be awarded for less than one year of work experience. A career plan is also required
  2. Minimum CLB 7 for regulated occupations; CLB6 for compulsory trades; CLB5 for all other NOC 0, A, B jobs; Points are awarded for second official language proficiency of at least CLB/NCLC 5
  3. Minimum one-year post-secondary education
  4. Applicants must demonstrate the ability and intent to become economically established and reside in Manitoba and Confirmed support of a close relative who has resided in Manitoba for at least one year or Previous post-secondary education or work experience completed in Manitoba within the past five years or a valid MPNP invitation to apply
  5. At least 18 years old. No points for applicant over 45
  6. Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period


Career Employment Pathway

Requirements:

  1. Graduated in the past 3 years from a designated post-secondary institution in Manitoba (minimum one year, two semesters, full-time coursework)
  2. Minimum CLB 7
  3. Have a full-time job offer from an eligible Manitoba employer, with a minimum 1-year contract on Manitoba’s In-Demand Occupations List that is consistent with your completed program of studies inManitoba; must be working full-time in Manitoba while application is assessed (The MPNP may impose program or occupation-specific limits. Manitoba degree-program graduates qualify provided they have a job offer in any TEER 0, 1, 2, or 3 (previously NOC 0, A, or B) on the In-Demand Occupations List)
  4. Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period; OR be employed in a full-time, long-term position in Manitoba
  5. Must be residing in Manitoba at the time of application


Graduate Internship Pathway

Requirements:

  1. Completed a master’s or doctoral degree program in Manitoba within the past 3 years
  2. Minimum CLB 7
  3. Completed a master’s or doctoral program in Manitoba with a completed Mitacs Elevate or Accelerate internship (including Accelerate Entrepreneur) with eligible industry and research enterprises in Manitoba
  4. Not required to have a job offer at the time of application
  5. Demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period, OR be employed in a full-time, long-term position in Manitoba
  6. Be residing in Manitoba at the time of application


International Student Entrepreneur Pilot

Requirements:

  1. Submit a business plan; as a senior manager, operates the business for at least 6 months; own at least 51% of the business
  2. Minimum CLB7
  3. Complete a full-time post-secondary program in Manitoba that is at least 2 years in duration (distance learning or compressed academic programs are not eligible)
  4. Age of 21-35
  5. The applicant must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.
  6. Deposit not required; no minimum net worth required; your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your letter of advice to apply (LAA).
  7. After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you an approval-in-principle letter to implement your business plan.


Manitoba Entrepreneur Pathway

Requirements:

  1. Have a personal net worth higher than $500,000,will be verified by a third-party supplier approved by the MPNP.
  2. Minimum of three years of full time work experience in the past five years either as an active businessowner or working in a senior management role of a successful business. Business owners must have at least 33 1/3% ownership to qualify for points.
  3. Have a language test score higher than CLB 5
  4. No minimum or maximum age; however, ranking points are allocated to candidates 25 to 49 years of age
  5. Minimum Canadian high school certificate equivalent
  6. Minimum investment is $250,000 CAD for businesses situated in the Winnipeg Metropolitan Region; Minimum investment is $150,000 CAD if a business is situated outside of the Winnipeg Metropolitan Region
  7. Create at least one job for Canadian citizen and permanent resident (excluding owners of the business and/or their close relatives)
  8. A Business Plan is required and is an integral part of the application, conduct exploratory visit no more than one year prior to submission of EOI
  9. After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you a letter of support for applying for a work permit.


Manitoba Farm Investor Pathway

Requirements:

  1. Have a personal net worth higher than $500,000
  2. Minimum of three years farm ownership and operation experience
  3. Language proficiency should qualify the applicant to conduct an interview
  4. Invest at least $300,000 and submit a business plan
  5. Must conduct a Farm Business Research Visit
  6. A farm business entity should have ongoing and recurring business activities in rural Manitoba. You are required to live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba
  7. You must have skills and knowledge that will transfer directly to Manitoba’s current primary farm production industry
