Introduction:
The British Columbia Provincial Nominee Program (BC PNP) is an economic immigration program that enables the province to directly select prospective immigrants to help address British Columbia’s labour market needs and contribute to the economic development of the province.
BC PNP accepts applications under three main immigration streams:
BC PNP Skills Immigration consists of five categories:
- Skilled Worker Category
- Health Authority category
- International Graduate Category
- International Post-Graduate Category
- Entry Level and Semi-Skilled Worker Category
Express Entry British Columbia consists of four categories
- Express Entry – Skilled Worker Category
- Express Entry – Health Authority category
- Express Entry – International Graduate Category
- Express Entry – International Post-Graduate Category
The Entrepreneur Immigration consists of three categories:
- Entrepreneur Category
- Entrepreneur Immigration – Regional Pilot

Skills Immigration
Skilled Worker Category Criteria:
- Have an offer of permanent, full-time employment from an eligible B.C. employer at a wage that meets industry standards and the position is classified as NOC TEER 0, 1, 2 or 3
- Minimum 2 years of full-time (or full-time equivalent) work experience in any skilled occupation (NOC TEER 0, 1, 2, or 3)
- Demonstrate language proficiency at CLB level 4 ife registering or applying with a job offer for an occupation classified under NOC TEER 2 or 3
- Your employer must meet the employer requirements
- Meet the minimum family income requirements according to your annual wage in B.C., area of residence in B.C. and number of dependants
Health Authority category Criteria:
- Have an indeterminate, full-time employment offer in any occupation, at any NOC category, with a B.C. public health authority at a wage that meets industry standards; OR Be a physician, nurse practitioner or midwife who is, or will soon be, working in B.C. with the support of a public health authority
- Have related licensing
- Demonstrate language proficiency at CLB level 4 ife registering or applying with a job offer for an occupation classified under NOC TEER 2, 3, 4 or 5
- Your employer must meet the employer requirements
- Meet the minimum family income requirements according to your annual wage in B.C., area of residence in B.C. and number of dependants
Public health authorities:

International Graduate Category Criteria:
- Have obtained a degree, diploma or certificate from an eligible post-secondary institution in Canada within the past three years
- Be offered a job that is classified as NOC TEER category 1, 2 or 3.
- Qualify to work in this occupation
- Demonstrate language proficiency at CLB level 4 ife registering or applying with a job offer for an occupation classified under NOC TEER 2 or 3
- Your employer must meet the employer requirements
- Meet the minimum family income requirements according to your annual wage in B.C., area of residence in B.C. and number of dependants
International Post-Graduate Category Criteria:
- Completed a doctoral degree (in any field of study) or be a PhD student (in any field of study) at a public B.C. post-secondary institution OR completed a master’s degree at a B.C. post-secondary institution in one of the following programs of study in the natural, applied or health sciences:
- agriculture, agriculture operations and related sciences
- biological and biomedical sciences
- computer and information sciences and support services
- engineering
- engineering technology and engineering-related fields
- health professions and related programs
- mathematics and statistics
- natural resources conservation
- physical sciences
- Submit application to the BC PNP within three years of the date you graduated
- Demonstrate that you have the ability and intent to live, work and economically establish in B.C.
- Meet the minimum family income requirements according to your annual wage in B.C., area of residence in B.C. and number of dependants
Entry Level and Semi-Skilled Worker Criteria:
- Have an indeterminate, full-time employment offer from an eligible BC employer at a wage that meets industry standards and the position is classified as NOC TEER 4 or 5 and on the list of ELSS-eligible occupations
- Have been working full-time, year-round, for at least nine (9) consecutive months, in any eligible ELSS occupation with the B.C. employer supporting your BC PNP application prior to registering with the BC PNP; changes allowed in your employment from one ELSS-eligible occupation to a different ELSS-eligible occupation with the same employer during the nine-month qualifying period
- In Northeast Development Region, all occupations classified as NOC TEER 4 or 5 except live-in caregiver may apply. In other regions, only workers in tourism/hospitality, or food processing sectors may apply.
- Maintain full-time employment in an ELSS-eligible occupation with your supporting employer in B.C. throughout the BC PNP application process
- Have completed secondary education
- Demonstrate a history of meeting the minimum income requirement
- Have a language proficiency at or higher than CLB 4
- Your employer must meet the employer requirements
ELSS-eligible occupation:
- In Northeast Development Region, all occupations classified as Skilled NOC TEER 4 or 5 except live-in caregiver may apply.
- In other regions, eligible occupations are:

BCPNP Prioritizing the construction sector
Effective November 16, 2023, 25 construction occupations will be prioritized through the BC Provincial Nominee Program (BC PNP). This prioritization supports the Province’s Homes for People action plan, which aims to meet B.C.’s demand for residential housing and infrastructure over the next five years.
Valid B.C. trades qualifications include a trades certificate issued by Skilled Trades BC or an apprenticeship registered with Skilled Trades BC.

Express Entry British Columbia
Express Entry is a points-based online application management system introduced by Immigration, Refugees and Citizenship Canada (IRCC) in January 2015. If you are in the federal Express Entry pool and you also meet the criteria for one of the BC PNP Skills Immigration categories, you may be eligible to use the BC PNP’s Express Entry BC (EEBC) option.
Entrepreneur Immigration
Entrepreneur Immigration Category Criteria:
- Within last 10 years: At least either 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager
- Have a net worth of at least $600,000
- Obtained a post-secondary credential, OR, experience as an active business owner-manager for at least 36 of the last 60 months with 100% ownership in the business
- Submit a business proposal to establish a new business or purchase of an existing business in B.C.
- Ownership percentage: at least one-third (33.33%)
- Make an eligible personal investment of at least $200,000
- Create at least one new, permanent full-time equivalent (FTE) job for a Canadian citizen or permanent resident of Canada within 420 days
- Minimum of CLB 4 equivalent in English or French. Must submit a copy of valid language proficiency test results at final report (if not previously submitted)
- Total 200 points (120 points for self-declared section; 80 points for business concept). Must score minimum of 40 points in business concept section. Total score must be at least 115 points to qualify
- Obtain a net worth verification report if invited to apply
Entrepreneur Immigration – Regional Pilot Category Criteria:
- Within last 5 years: At least either 3+ years of experience as a business owner-manager, OR, 4+ years of experience as a senior manager, OR, a combination of 1+ year of experience as a business owner-manager and 2+ years of experience as a senior manager
- Have a net worth of at least $300,000
- Obtained a post-secondary credential, OR, experience as an active business owner-manager for at least 36 of the last 60 months with 100% ownership in the business
- Submit a business proposal to establish a new business in B.C. and be referred by an enrolled community
- Ownership percentage: at least 51%
- Make an eligible personal investment of at least $100,000
- Create at least one new, permanent full-time equivalent (FTE) job for a Canadian citizen or permanent resident of Canada within 420 days
- Business established in a participating community
- Engage and visit an enrolled community for support before registering
- Minimum of CLB 4 equivalent in English or French. Must submit copy of valid language proficiency test at registration
- Total 200 points (140 points for self-declared section; 60 points for business concept). No minimum business concept score. Total score must be at least 105 points to qualify
- Obtain a net worth verification report if invited to apply
Strategic Projects Category Criteria:
- Make a minimum equity investment of at least $500,000 directed toward the corporation’s operations in B.C.
- Create at least three new jobs for Canadian citizens or permanent residents for each foreign key staff member proposed (to a maximum of five key staff)
- Establish new or purchase and expand an eligible business in B.C.
Requirement for Employer of Skilled Immigration
- Be established and has a physical presence in B.C.
- Has been operating for at least one year (two years if you are applying under the Entry Level and Semi-Skilled (ELSS) stream)
- At least five permanent, full-time (or full-time equivalent) employees in Metro Vancouver Regional District; OR at least three permanent, full-time employees (or full-time equivalent) if located outside of the Metro Vancouver Regional District
- Show a history of good business practices
- The applicant does not hold or exercise control over an ownership stake of 10% or greater
- The applicant and immediate and extended family members must not have held a combined ownership/equity stake of more than 10 per cent in the B.C. company in the 5 years preceding application, and throughout the BC PNP application process

BC PNP Tech
On May 28, 2021, The BC PNP Tech Pilot has been extended indefinitely and renamed BC PNP Tech to provide B.C. tech employers with the continued ability to recruit and retain international talent when local skilled workers are unavailable. BC PNP Tech offers people in 35 tech occupations a prioritized pathway to permanent residency.
Requirements:
- Applicants are already eligible for either the Skills Immigration or Express Entry BC stream of the British Columbia Provincial Nominee Program.
- Job offers must be one of 35 eligible occupations under the BC PNP Tech. The offer does not need to be indefinite, but it must be for a period of at least one year.
