Newfoundland​ ELTS-free immigration program introduction

Newfoundland & Labrador (NL province for short) is located in the northeastern corner of Canada, including Newfoundland and other islands and the Labrador Peninsula. Most of the land is inaccessible forests, swamps, lakes and mountains.

Newfoundland has a population of 530,000, and the provincial capital and largest city, St. John’s, has a population of 100,000. Fishing is the mainstay of the province’s economy. Among them, the Newfoundland Provincial Nominee Skilled Worker Program has attracted people’s attention because it does not require IELTS scores.

The Newfoundland Provincial Nominee Skilled Worker Program is designed for international workers and prospective immigrants who have skills that are beneficial to the labor market. Qualified applicants need to have a full-time job offer from a local employer, or be currently working in Newfoundland on a valid work permit.
In fact, the Newfoundland Provincial Nominated Skilled Worker Program does not require IELTS scores at all. For candidates whose job positions are Teer0/1/2/3, IELTS scores are indeed not required.
Candidates whose job positions belong to Teer4/5 need to meet the language requirements of CLB4, which is IELTS 4. However, this score requirement is very low and can be achieved even if the English proficiency is not strong. In addition, for positions in short supply, such as chefs and early childhood education and nursing, IELTS scores can also be waived.

Application requirements for the International Skilled Worker Category

• Age 21-59 years old;
• Have a full-time job/have a full-time work contract in Newfoundland for not less than 2 years, and the salary is not lower than that of peers;
• Valid work permit (at least 4 months)/eligible to apply for a work permit;
• Intend to live permanently in Newfoundland and Labrador;
• Have sufficient funds to settle down based on family size;
• The language proficiency of NOC 4/5 professional practitioners reaches CLB 4;
• If the applicant owns shares in the business in which he or she is employed, the applicant’s ownership share cannot exceed 10%;

Immigration plan suggestions

Option 1: Apply directly for overseas nomination
This method is suitable for applicants who do not want to land in Canada temporarily and hope to land after getting a Maple Leaf Card. But this is also the most challenging solution. The applicant’s background is required to be very consistent with the employer’s needs, the reasons are sufficient, and the applicant’s professional background is very strong. Generally speaking, most Chinese applicants are in high-end job backgrounds and find it difficult to meet the local labor market needs.
Option 2: Work first and then nominate
Since the province accepts spouse work permit nominations, holding a spouse’s open work permit to work in the province and subsequently being nominated for immigration is a very safe way and the most test-proof way. The difficulty is how to obtain a spouse work permit. A variation of this program is to obtain a job opportunity in the province through an LMIA work permit or a matching spouse open work permit, and then be nominated.
