Introduction:

The Yukon Nominee Program (YNP), a Provincial Nominee Program (PNP), is a collection of immigration pathways enabling foreign nationals to become Canadian permanent residents.

The YNP consists of the following streams:


Yukon Express Entry Stream:

Requirements:

  • Meet the requirements of one of the three federal economic immigration programs
  • Complete the online Express Entry application to receive a Profile Number and, if applicable, a Job Seeker Validation Code
  • Have sufficient settlement funds to support themselves and any accompanying family members in Canada
  • Have a valid job offer for permanent, full-time work from an eligible Yukon employer
  • Have a genuine intention to live and work in Yukon


Skilled Worker Stream:

Requirements:

  • Possess education and work experience that satisfy the requirements of the job
  • At least one year of related work experience for the position being nominated
  • Foreign nationals seeking employment in NOC Skill Level 0 or A occupation must obtain CLB 7, must obtain 5 for each of the four abilities for applicants work in NOC B positions
  • Submit high school certificate or its equivalent
  • If in Canada at the time of application, maintain a valid work permit throughout the YNP application and assessment process
  • If in Canada on a study permit, provide proof of your post-secondary study program


Critical Impact Worker Stream:

Requirements:

  • Possess education and work experience that satisfy the requirements of the job
  • Demonstrate at least six months of related work experience for the position being filled
  • Foreign nationals seeking employment in NOC Skill Level C or D occupation must obtain 4 for each of the four abilities
  • Submit high school certificate or its equivalent
  • If in Canada at the time of application, maintain a valid work permit throughout the YNP application and assessment process
  • If in Canada on a study permit, provide proof of your post-secondary study program


Business Nominee Stream:

Requirements:

  • Achieve a score of at least 65 points on the assessment grid
  • Have at least a high school education
  • Have at least 3 years of entrepreneurial or business management experience and at least 5 years work experience that is relevant to your business
  • Have net worth of at least $500,000 CAD
  • Have a minimum of $300,000 in liquid assets
  • Intend to permanently live in Yukon
  • Hold a position within your business of NOC 0 or A
  • Have not yet purchased or started your business in Yukon at the time of your application to the program
  • Show how you will invest at least $300,000 in capital investments for the business in the first 2 years

Employer eligibility:

To qualify you must:

  • be a permanent resident or citizen of Canada;
  • have been operating in Yukon as:
    • a registered Yukon business with an office in Yukon for at least 1 year before you apply to the program;
    • an industry association with an office in Yukon for at least 1 year before you apply to the program;
    • a municipal, First Nation or territorial government for at least 1 year before you apply to the program; or
    • a non-profit organization for at least 3 years, with funding for at least 1 year following your application to the program;
  • have current and valid required licenses under applicable federal, territorial and municipal requirements;
  • be in a registered business that’s operated in Yukon for at least 1 year on a full-time basis; and
  • not be operating any of the following types of businesses:
    • bed and breakfasts of less than 10 rooms;
    • hobby farm;
    • home-based business or distribution operation;
    • taxi-cab company;
    • business owned and operated by an active Yukon business nominees;
    • passive investment;
    • business consultation and personal service;
    • real estate; or
    • holdings company.

Employers applying on or after July 1, 2022, must have advertised a position for a minimum of 4 weeks before submitting an application to the Yukon Nominee Program.


Yukon Community Pilot

The Yukon Community Pilot (YCP) is a new stream of the Yukon Nominee Program. The YCP launched in 2020 and will run for 3 years. If you have a valid nomination for permanent residence from Yukon, you may be eligible for a 2-year location-restricted open work permit under the YCP.

Requirements:

  • Have a valid nomination for permanent residence from Yukon
  • Have 2 or 3 eligible job offers, which must add up to at least 30 hours of work a week (equal to a full-time job) and must all be in the same participating Yukon community
  • Have a signed letter of support from the Government of Yukon

 The program is for employers in:

  • Carcross;
  • Carmacks;
  • Dawson City;
  • Haines Junction;
  • Watson Lake; and
  • Whitehorse.

Employer eligibility:

The program offers flexible employment options for hiring foreign workers. Employers can create a single position with up to 3 occupations that together equal 1 full-time position.

In addition to other employer eligibility requirements under the other YNP worker streams, the employer must:

  • have been in operation for at least 1 full year;
  • the owner or operator of the business must be a Canadian citizen or a permanent resident of Canada; and
  • your business must be in good standing with:the Government of Yukon’s Corporate Affairs Branch;
    • the Government of Yukon’s Employment Standards Branch; and
    • Yukon Workers’ Compensation Health and Safety Board.
    • provide a general guideline of how much time the worker will spend in each offered position;
  • list the job duties of the position in their business and not copy and paste the National Occupation Code (NOC) job description;
  • offer 1 wage;
  • the wage has to be consistent with the highest prevailing wage rate of all the offered positions; and
  • up to 3 employers in a single community can create 1 full-time position for 1 person

Who cannot apply:

  • Foreign workers cannot apply. The Government of Yukon only accepts applications from employers and never from nominees.
