Introduction

Quebec’s immigration programs include:


Quebec Graduates

Requirements:

  1. Have respected the conditions of your stay
  2. Intend to settle in Québec to hold a job. work experience gained during a mandatory internship can be recognized for a maximum of 3 months
  3. Have studied in Quebec for at least 1,800 hours (two years)
  4. Have lived in Québec for at least half of the duration of your study program
  5. Master, Bachelor or DCS diploma holders, have 12 months of work experience in a 0, A, B job and is still working at the time of application
  6. DVS holders, have 18 months of work experience in a 0, A, B job and is still working at the time of application, if the job is level C, it must be related to the DVS you obtained
  7. 18 years of age or older
  8. Have knowledge of oral French equivalent to Level 7 and spouse of principal applicant also need to demonstrate oral French equivalent to A2
  9. Legally in Québec at the time of application
  10. Financially self-sufficient


Temporary Foreign Worker

Requirements:

  1. Have respected the conditions of your stay;
  2. Intend to settle in Québec to hold a fulltime job at level 0, A or B of the NOCat least 24 of the 36 months
  3. 18 years of age or older;
  4. Have knowledge of oral French equivalent to Level 7 and your spouse must have knowledge of oral French equivalent to Level 4
  5. Legally in Québec at the time of application;
  6. Financially self-sufficient


Regular Skilled Worker Program

Starting from July 14, 2021, Quebec introduces new scoring system for Arrima Expression of Interest, up to 1320 points replacing the old 50/59 selection grid.

Requirements:

  1. Have obtained secondary school diploma
  2. Have a validated job offer (Max 180 or 380 points)
  3. 18-44 years old (no points over 44 years old)

Invitation criteria and their score:

Invitations are sent according to criteria related to proficiency in French and/or English, age, work experience and level of education; additionally, specific criteria such as work experience in Quebec, earned degree in Quebec, Canadian work experience, etc.  People are invited in particular on the basis of their score.


Entrepreneur Program

Stream 1 Requirements:

  1. Intend to live in Quebec, create and operate a business (alone or with 3 other foreign nationals)
  2. Receive a service offer from a business incubator / accelerator or university entrepreneurship centre and demonstrate successful evaluation of the business
  3. Obtain an attestation of learning about democratic values and the Quebec values
  4. A business plans

The maximum number of applications receivables under Stream 1 of the program has been reached for non-Francophones for the period from November 1, 2021 to December 31, 2022.

Stream 2 Requirements:

  1. Intend to live in Quebec
  2. Have legally acquired a minimum of CAD$900,000 in net worth
  3. Holds and controls, alone or with the accompanying spouse or common-law partner, at least 25% of the equity of the enterprise he or she creates or at least 51% of the equity of the enterprise he or she acquires.
  4. Cannot acquire a business purchased in the 5 years prior to application, from an immigrant selected as an entrepreneur under the program
  5. Obtain an attestation of learning about democratic values and the Quebec values
  6. Business has been in operation during the five years prior to application
  7. A business plans

Investor Program

This program has been temporarily suspended.

Requirements:

  1. Have net assets of at least $2,000,000
  2. Minimum two years of Business Management Experience five years prior to submission of application, including planning, management and control of financial, human or material resources
  3. Invest $1,200,000 in Quebec (reimburse $1,200,000 after 5 years without interest)
  4. Intend to live in Quebec


Self-employed Worker Program

The maximum number of applications to be received for the period from November 1, 2021 to December 31, 2022 has been reached for non-French speakers.

Requirements:

  1. Come to Québec to create your own job by practicing a profession or trade
  2. have net assets of at least C$100,000
  3. have at least two years of experience as a self-employed worker in the profession or trade you plan to practise in Québec
  4. Obtain an attestation of learning about democratic values and the Quebec values
  5. Register a start-up deposit of at least $50,000 at a local financial institution if based in the metropolitan area of Montreal. Candidates based outside of Montreal will be required to deposit at least $25,000


Permanent Immigration Pilot Program for Workers in Food Processing Program

This pilot program has come into effect on March 24, 2021, and will close on January 1, 2026.

Requirements:

  1. Be 18 years of age or over
  2. High school diploma or a Quebec vocational diploma in a study program of at least one-year, full time
  3. Is working at an eligible occupation and sector
  4. At least two years full-time eligible work experience
  5. Demonstrate knowledge of oral French equivalent to Level 7
  6. Enough financial ability

Eligible occupations include:

  • NOC 9462 – Industrial butcher and meat cutter, poultry preparer and related worker
  • NOC 9617 – Labourer in food and beverage processing
  • NOC 9618 – Labourer in fish and seafood
  • NOC 6732 – Specialized cleaner
  • NOC 9461 – Process control and machine operator, food and beverage processing
  • NOC 8431 – General farm worker, but only in the position of chicken catcher
  • NOC 9463 – Fish and seafood plant worker

Eligible sectors include:

  • NAICS 311 – Food manufacturing
  • NAICS 3121 – Beverage manufacturing


Permanent Immigration Pilot Program for Orderlies – Work Stream

This pilot program has come into effect on March 31, 2021, and will close on January 1, 2026.

Requirements:

  1. Be 18 years of age or over
  2. Is working as an orderly in Quebec at the time of application
  3. At least 24-months working experience as an orderly in Quebec in the 36 months of preceding the time of application or at least 12-months in a health occupation outside of Quebec and at least 12-months as an orderly in Quebec
  4. Demonstrate knowledge of oral French equivalent to Level 7
  5. Enough financial ability

Eligible occupations outside of Quebec:

  • NOC 3011 – Nursing coordinator and supervisor
  • NOC 3012 – Registered nurse and registered psychiatric nurse
  • NOC 3124 – Allied primary health practitioner
  • NOC 3233 – Licensed practical nurse
  • NOC 4412 – Home support worker, housekeeper and related occupations, only when the applicant primarily performs one or several of the following duties in an institutional setting: providing personal care, dispensing bedside care and personal care and administering routine medical care

Eligible occupation in Quebec:

  • NOC 3413 –Nurse aide, orderly and patient service associate


Permanent Immigration Pilot Program for Orderlies – Work-study Stream

This pilot program has come into effect on March 31, 2021, and will close on January 1, 2026.

Requirements:

  1. Be 18 years of age or over
  2. Is working as an orderly in Quebec at the time of application
  3. Have obtained a Quebec diploma related to orderly and completed Institutional and Home Care Assistance (870 hours of continuous training) in the 24 months preceding the time of application
  4. At least 12 months of working experience as an orderly in Quebec in the 24 months of preceding the date of application
  5. Demonstrate knowledge of oral French equivalent to Level 7
  6. Enough financial ability


Permanent Immigration Pilot Program for Workers in the Artificial Intelligence Sector

This pilot program has come into effect on April 22, 2021, and will close on January 1, 2026.

Foreign Workers Requirements:

  1. At least 24 months full-time work experience in a level 0, A, or B in the 60 months preceding submission of application
  2. A full-time job offers in the AI sector

Quebec Graduates Requirements:

  1. A full-time job offers in the AI sector
  2. Obtain a Quebec university diploma during the 24 months preceding submission of application and DESS holders have at least 6 months working experiences during the 12 months following the date of completion of study program


Permanent Immigration Pilot Program for Workers in the Information Technology and Visual Effects Sector

This pilot program has come into effect on April 22, 2021, and will close on January 1, 2026.

Requirements:

  1. Hold a diploma equivalent to Quebec diploma of college studies in technical training or a bachelor’s degree
  2.  A job offers or currently working in Quebec
  3. At least 24 months full-time eligible working experiences during the 60 months preceding submission of application

Eligible occupations include:

  • NOC 2171 – Information systems analyst and consultant
  • NOC 5241 – Graphic designer and illustrator, but only if your job is in the visual effects sector 
  • NOC 0213 – Computer and information systems manager
  • NOC 2173 – Software engineer and designer
  • NOC 2133 – Electrical and electronics engineer
  • NOC 5131 – Producer, director, choreographer and related occupations, but only if your job is in the visual effects sector 
  • NOC 2174 – Computer programmer and interactive media developer
  • NOC 5225 – Audio and video recording technician, but only if your job is in the visual effects sector 
  • NOC 2281 – Computer network technician
  • NOC 2241 – Electrical and electronics engineering technologist and technician
