PEI PNP Express Entry

Requirements:

  1. Qualify for one of the Federal Express Entry programs
  2. Create profile in PEI’s EOI
  3. A profile is reviewed and assigned points based on six selection factors: age, language, education, work experience, employment, and adaptability

The following factors will increase the probability of an applicant being nominated:

  • Currently living and working in PEI (a legal work permit is required)
  • Have close family ties to PEI, including the applicant’s parents, siblings or uncles and aunts who are Canadian citizens or permanent residents and who have lived in PEI for at least one year
  • Work experience in PEI (at least one year and full-time work experience in the past ten years)
  • Have study experience at PEI (two years of study completed within the past ten years)
  • Own a property or operate a business in PEI
  • The work experience is in a PEI in-demand occupation, or a PEI high-skilled occupation with an offer from a PEI employer


Labour Impact Category – Skilled Worker Stream

This nomination category is for applicants who are currently working for a PEI employer and whose occupation is in a NOC 0, A or B occupation.

Requirements for domestic applicants:

  1. Aged between 18 and 59
  2. Have a full-time long-term job offer from a PEI employer in NOC 0, A, B categories
  3. Hold a valid work permit to work in Canada
  4. Completion of at least 2 years of post-secondary education
  5. 2 years of full-time work experience within the past 5 years
  6. Language proficiency meets employer requirements, or CLB4
  7. Have enough funds to settle down
  8. Intention to settle in PEI
  9. Have legal status if you live in Canada
  10. have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI

Requirements for overseas applicants:

Skilled Worker Stream may be utilized for talent recruitment outside of Canada if the Prince Edward Island employer has received authorization from the Office of Immigration prior to issuing a job offer. With approval, a work permit support letter would be provided for the applicant to seek a work permit.

  1. Aged between 18 and 59
  2. Have a full-time long-term job offer from a PEI employer in NOC 0, A, B categories
  3. Completion of at least 2 years of post-secondary education
  4. Language proficiency meets employer requirements, or CLB4
  5. Have enough funds to settle down
  6. Intention to settle in PEI
  7. Legal status in the country of residence


Labour Impact Category – Critical Worker Stream

This nomination category is for applicants who are currently working for a PEI employer and whose occupation falls within a specific occupation in NOC C, D categories.

Requirements:

  1. Age between 18 and 59
  2. Have a full-time long-term job offer from a PEI employer in NOC C, D (including truck drivers, after-sales service personnel, workers, caterers and room attendants)
  3. Have worked for a PEI employer for at least 6 months
  4. Hold a valid work permit
  5. Graduated from high school
  6. Two years of full-time work experience or relevant educational experience within the past 5 years
  7. The language reaches CLB4
  8. According to the number of households, there are enough funds to settle down
  9. Intention to settle in PEI

*Trucking Industry Program: As of August 19, 2021, any applicant for position NOC 7511 must be sponsored by a PEI employer and must have at least 12 months of long-distance truck driving experience (working for a PEI employer).


Labour Impact Category – International Graduate Stream

This stream is for applicants who graduated from a PEI higher education institution and are currently working at PEI.

Requirements:

  1. Age between 18 and 59
  2. Have a valid post-graduate work permit and legal status in Canada
  3. have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI
  4. Have a full-time permanent job offer from a PEI employer for a NOC 0, A, B job
  5. Completion of a two-year degree or diploma program at a PEI-accredited post-secondary institution
  6. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB 4 or the language proficiency is sufficient for job requirements
  7. Intention to settle in PEI


Labour Impact Category – Intermediate Experience Stream

The PEI Intermediate Experience stream is employer-driven, allowing Island employers to fill intermediate-skilled positions that they are unable to fill through the local job market.

Requirements:

  1. Age between 18 and 59
  2. Have a minimum two years of full-time work experience in the past five years
  3. Have a full-time permanent job offer from a PEI employer for a NOC C job
  4. Have a minimum of six months full-time Canadian work experience and be relevant to the current position the individual is offered in PEI
  5. Have successfully completed (at minimum) a secondary school diploma (high school)
  6. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB4
  7. Have legal status in country of residence
  8. Have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI
  9. Intention to settle in PEI


Labour Impact Category – Occupations in Demand Stream

The Occupations in Demand stream is an employer-driven program allowing Island employers to fill specific positions that they are unable to fill through the local job market. This stream may be utilized for talent recruitment inside and outside of Canada.

Requirements:

  1. Age between 18 and 59
  2. Have a full-time job offer from a PEI employer in either o NOC 3413 (Nurse aides, orderlies and patient service associates) o NOC 7511 (Transport truck drivers), o NOC 7611 (Construction trades helpers and labourers), or NOC 6731 (Light duty cleaners) Have at least one year of work experience directly related to the job
  3. Have successfully completed (at minimum) a secondary school diploma (high school)
  4. Demonstrate proficiency in each of the four language abilities equivalent to or greater than CLB4
  5. Have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI
  6. Intention to settle in PEI


Employer requirements for Labour Impact Category

The employer is responsible for completing the PEIW-02: PEI Workforce Job Offer Form and confirming the following requirements:

  1. The company has been in active and continuous operation under current ownership/management in Prince Edward Island for a minimum of two years with identified labour gaps
  2. Provide documentation that the recruitment efforts for the intended profession have been unsuccessful within Canada and the position is critical to the operation of the company
  3. Employment is full‐time, non-seasonal with a contract for a permanent position or a minimum length of two years
  4. Employment in the intended occupation is consistent with the applicant’s ability to perform the job, based on the applicant’s education, training and/or experience
  5. Employment terms and conditions meet all applicable provincial and federal employment workplace standards and the comparable industry wage rate
  6. Employment of the applicant does not contravene existing bargaining unit agreements or employment disputes
  7. Employment is in Prince Edward Island
  8. Employment requiring provincial licensing or accreditation has been verified to ensure the applicant has the necessary credentials to be eligible to work in the occupation in Prince Edward Island
  9. A signed employment contract is provided, which includes the terms and conditions of the full‐time job offer
  10. Settlement support is provided to the applicant and the family to help them establish, if applicable; and
  11. Labour Market Impact Assessment (LMIA) is provided, if applicable.


Business Impact Category – Work Permit Stream

This stream is for foreign nationals with business ownership or extensive management experience who would like to move to PEI to start their business, and eventually become a permanent resident.

Requirements:

  1. Aged 21 to 59 years old
  2. Net assets of 600,000
  3. Graduated from high school
  4. Have business management experience
  5. Language proficiency up to CLB4
  6. Submit detailed business plan
  7. Attend an interview at PEI
  8. Intend to settle in PEI
  9. Achieving the conditions agreed with the PEI government

Enterprise requirements:

  1. If you purchase an existing business, the business must have been in operation for at least 1 year before the purchase, and has been reviewed and approved by the immigration department
  2. If you set up offices in multiple places, the headquarters must be located in PEI
  3. Legally file tax returns
  4. It is necessary to report business status, financial status, etc. to the Provincial Immigration Department in the next 5 years

The basic content of the operating contract:

  1. Applicants must have lived in PEI for more than 274 days per year
  2. Invest at least CAD 150,000 within 12 months after arriving at PEI
  3. Continuous operation for at least 12 months
  4. The annual operating cost is not less than 75,000 Canadian dollars

Non-compliant businesses:

  1. Businesses that have submitted corporate immigration in the past 48 months
  2. Airbnb and other family hotels
  3. Small loan companies, pawn shops
  4. Second-hand merchandise buying and selling
  5. Real estate development, insurance companies
  6. Franchise business (except those permitted by the Provincial Nomination Office)
  7. Start-up companies (allowable if the applicant owns 100% equity)
  8. Financial services, consulting services
  9. Businesses not permitted under IRPA 87(6)(A) of the Immigration Act
