Employer Job Offer: Foreign Worker Stream

Requirements:

  1. Receive an invitation to apply
  2. Have a full-time permanent job offer in a skilled under occupation NOC 0, A, B
  3. Have two cumulative years of work in the same occupation as the NOC code of job offer in the last five years, either in Canada or abroad
  4. Have an intention to reside in Ontario
  5. Have legal status in if currently residing in Canada


Employer Job Offer: International Student Stream

Requirements:

  1. Receive an invitation to apply
  2. Have a full-time job offer of an indeterminate duration in a skilled occupation(NOC 0, A, B)
  3. In the past 2 years, had obtained a degree or diploma from an eligible Canadian institution that takes at least two years to complete or a degree, diploma or certificate from an eligible Canadian institution that takes at least one year to complete, and had completed at least half of your studies on a full-time basis while lawfully residing and studying in Canada
  4. Have an intention to reside in Ontario
  5. Have legal status in if currently residing in Canada


Employer Job Offer: In-Demand Skills Stream

Requirements:

  1. Receive an invitation to apply
  2. Have a full-time job offer of an indeterminate duration in an eligible occupation
  3. Have nine months of cumulative work experience in Ontario obtained within the three years
  4. Have completed the equivalent of a Canadian secondary school
  5. Have an English or a French-language level of CLB4
  6. Have an intention to reside in Ontario
  7. Must have legal status in Canada if currently residing in Canada

Eligible occupation

The position offered can be in any location in Ontario (inside and outside the Greater Toronto Area) and must be in one of the following occupations in National Occupational Classification (NOC) Skill Level C or D:

  • NOC 3413 – nurse aides, orderlies and patient service associates
  • NOC 4412 – home support workers and related occupations, excluding housekeepers
  • NOC 7441 – residential and commercial installers and servicers
  • NOC 7511 – transport truck drivers
  • NOC 7521 – heavy equipment operators (except crane)
  • NOC 7611 – construction trades helpers and labourers
  • NOC 8431 – general farm workers
  • NOC 8432 – nursery and greenhouse workers
  • NOC 8611 – harvesting labourers
  • NOC 9462 – industrial butchers and meat cutters, poultry preparers and related workers

The position offered must be outside the Greater Toronto Area  (City of Toronto, Durham, Halton, York and Peel regions) and must be in one of the following occupations in National Occupational Classification (NOC) Skill Level C or D:

  • NOC 9411 – machine operators, mineral and metal processing
  • NOC 9416 – metalworking and forging machine operators
  • NOC 9417 – machining tool operators
  • NOC 9418 – other metal products machine operators
  • NOC 9421 – chemical plant machine operators
  • NOC 9422 – plastics processing machine operators
  • NOC 9437 – woodworking machine operators
  • NOC 9446 – industrial sewing machine operators
  • NOC 9461 – process control and machine operators, food, beverage and associated products processing
  • NOC 9523 – electronics assemblers, fabricators, inspectors and testers
  • NOC 9526 – mechanical assemblers and inspectors
  • NOC 9536 – industrial painters, coaters and metal finishing process operators
  • NOC 9537 – other products assemblers, finishers and inspectors


Employer requirements for Employer Job Offer Category:

  1. Employers must have been in active for at least 3 years in Ontario
  2. Must have business premises in Ontario
  3. Employers inside of the Greater Toronto Area must have: a minimum of $1,000,000 in gross annual revenue for the most recent fiscal year and five full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work
  4. Employers outside of the Greater Toronto Area must have: a minimum of $500,000 in gross annual revenue for the most recent fiscal year and three full-time employees who are Canadian citizens or permanent residents at the location where the applicant will work


Job offer requirements for Employer Job Offer Category:

  1. The job offer must be for a full-time and permanent position.
  2. The job offered must be in a skilled occupation at Skill Type 0 or Skill Levels A or B of the NOC
  3. The pay of the job offered must meet or be higher than the median wage level
  4. Position is urgently necessary to employer’s business
  5. Work based in Ontario


Human Capital: Masters Graduate Stream

The Masters Graduate stream gives international graduates with an Ontario masters degree the opportunity to apply to permanently live and work in Ontario.

Requirements:

  1. Receive an invitation to apply
  2. Have obtained a Master’s degree that is at least one academic year in length and from an eligible Ontario institution in the past 2 years
  3. A minimum of CLB7
  4. Have resided in Ontario for at least one year in the last two years before the application submission date
  5. Submit the application within two years of obtaining the master’s degree
  6. A minimum level of savings or income to support you and your family members
  7. Have intention to reside in Ontario
  8. Must have legal status in Canada if currently residing in Ontario


Human Capital: PhD Graduate Stream

The PhD Graduate stream gives international graduates with an Ontario PhD degree the opportunity to apply to permanently live and work in Ontario.

Requirements:

  1. Receive an invitation to apply
  2. Completed the requirements necessary to obtain a PhD degree from an eligible Ontario institution and have completed at least two years of the degree requirements
  3. have resided in Ontario for at least 12 of the last 24 months before the application submission date
  4. A minimum level of savings or income to support you and your family members
  5. A minimum of CLB7
  6. A minimum level of savings or income to support you and your family members
  7. Submit the application within two years of obtaining your PhD degree
  8. Must have legal status in Canada if currently residing in Ontario
  9. Intend to reside in Ontario


Human Capital: Express Entry French-Speaking Skilled Worker Stream

It gives French-speaking skilled workers with strong English language abilities the opportunity to apply to permanently live and work in Ontario.

Requirements:

  1. Under the Federal Skilled Worker Program (FSWP), you must have at least one year obtained within the last five years of full-time work experience in Skill Type 0 or Skill Level A or B of the NOC
  2. Under the Canadian Experience Class (CEC), you must have at least one year obtained within the last three years of full-time work experience in Skill Type 0 or Skill Level A or B of the NOC
  3. You must have a Canadian bachelor’s, master’s or PhD degree or its equivalent in another country.
  4. A minimum of CLB7 in English or in French
  5. A minimum level of savings or income to support you and your family members
  6. Intention to live in Ontario
  7. Must have legal status in Canada if currently residing in Canada


Human Capital: Express Entry Human Capital Priorities Stream

This stream is given foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Ontario.

Requirements:

  1. Under the Federal Skilled Worker Program (FSWP), you must have at least one year obtained within the last five years of full-time work experience in Skill Type 0 or Skill Level A or B of the NOC
  2. Under the Canadian Experience Class (CEC), you must have at least one year obtained within the last three years of full-time work experience in Skill Type 0 or Skill Level A or B of the NOC

Human Capital: Express Entry Skilled Trades Stream

It gives foreign nationals with Ontario work experience in eligible skilled trades the opportunity to apply to permanently live and work in Ontario.

Requirements:

  1. Qualify for the Canadian Experience Class (CEC) and have a valid profile in Express Entry Pool
  2. Have received a Notification of Interest from Ontario
  3. A minimum of one year of full-time (or the equivalent in part-time) work experience in Ontario within two years in a skilled trade occupation
  4. Have related licensing if applicable
  5. Is currently residing in Ontario with a valid work permit
  6. Have a minimum of CLB 5 in English or French
  7. A minimum level of savings or income to support you and your family members
  8. Intend to reside in Ontario


Business Category: Entrepreneur Stream

Requirements:

  1. At least 24 months of full-time business experience within the past 60 months, experience must be that of a business owner or senior manager (business executive)
  2. If the investment business is located within the Greater Toronto Area, have a net worth of at least CAD 800,000, invest at least CAD 600,000, and create at least 2 permanent full-time jobs
  3. If the investment business is located outside the Greater Toronto Area, have a net worth of at least $400,000, invest at least $200,000, and create at least 1 permanent full-time job
  4. If the investment business is in the ICT/Digital Communication category, have a net asset of at least CAD 400,000, invest at least CAD 200,000, and create at least 1 permanent full-time job position
  5. Must continue to actively participate in the operation and management of the business
  6. Must hold at least 1/3 of the shares
  7. If acquiring an existing business, must have visited Ontario within the last 1 year

General business requirements:

  1. The purpose of the business must be to make a profit from active income through the sale of goods and/or services.
  2. The business must comply with all applicable federal, provincial or municipal legal, regulatory and licensing requirements. This includes compliance with Ontario’s labour and employment standards laws.
  3. Your business must operate on a permanent basis in Ontario. Project-based and seasonal businesses are ineligible.
  4. You must maintain a place of business in Ontario at all times.
  5. Any third-party investors must be a Schedule I or Schedule II bank or an institutional investor.

Additional requirements if purchasing an existing business:

  1. you must make at least one business-related visit to Ontario within 12 months from the date of registering an expression of interest
  2. the business being purchased must have been in continuous operation by the same owner(s) for the previous 60 months (proof of ownership and either a letter of intent to purchase the business or sale agreement is required)
  3. ownership of the business must be completely transferred to the applicant or any business partner
  4. the previous owner(s) cannot retain any shares of the business
  5. you must use at least 10% of your personal investment towards improving or expanding the business in Ontario
  6. you must keep all permanent, full-time jobs in the business prior to the transfer of ownership
  7. the proposed business must not have been previously owned/operated by current or former OINP business stream nominees, including anyone who has received a certificate of nomination under the Entrepreneur Stream or the Opportunities Ontario Investor Component

Ineligible types of business:

  1. automated car wash business
  2. holding companies
  3. laundromats
  4. pawnbrokers
  5. pay day loan and related businesses
  6. scrap metal recycling
  7. tire recycling
  8. a business involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services
  9. businesses which have been previously owned or operated by a current or former OINP Entrepreneur Stream nominee or a nominee under the former investor component of the Opportunities Ontario program

The Entrepreneur Stream application is a two-stage process. An overview of the process follows:

Stage 1

  • Register an expression of interest by email.
  • If invited, submit an online application.
  • You and your business partner (if applicable) attend a mandatory interview.
  • If your stage 1 application is successful, you must sign a performance agreement.

Stage 2

  • We issue a temporary work permit support letter so that you can apply to IRCC for a temporary work permit.
  • Establish your business – you have 20 months from the date you arrive in Ontario to implement your business plan and submit a final report.
  • If your business meets all requirements, we ask you for documentation to make sure you are eligible for nomination for permanent residence.
