Canada now accepts applications for work permits upon entry

Most foreign workers need to apply for a work permit before entering Canada. Normally, all foreigners applying for a work permit outside of Canada must submit their application online.

On February 14, IRCC updated the requirements for foreigners to apply for work visas at ports of entry. Foreign workers currently eligible for the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP) can also apply. Provided they meet one of the following conditions:

Are exempt from the requirement for a Temporary Resident Visa (TRV), the job is under the International Mobility Program (IMP) or the Temporary Foreign Worker Program (TFWP), and are exempt from the LMIA.
are exempt from the requirement for a Temporary Resident Visa (TRV), are working under the Temporary Foreign Worker Program (TFWP), and have been issued an LMIA.
Citizens and permanent residents of the United States, Greenland, or St. Pierre and Miquelon.
Are seeking entry into Canada and meet the requirements of Regulations R198 and R200.

It should be noted that in addition to the above requirements, foreigners must pass an Immigration Medical Examination (IME) before arriving in Canada (if required) and provide valid results.

The following persons are not eligible to apply at a port of entry [R198(2)]:

All those who need TRV.
All persons requiring an immigration medical examination unless they can provide valid IME results upon entry.
International Youth Exchange Program participants who are not U.S. citizens or permanent residents (exemption code C21) (please consult International Experience Canada).
Occupations are job categories that do not permit application for a permit at the port of entry (e.g., live-in nanny, seasonal agricultural worker).
Foreign nationals arriving from Electronic Travel Authorization (eTA) extension countries as they do not enjoy TRV exemption under Section R190.

Application materials When you arrive at the port of entry, tell the officer that you would like to apply for a work permit. Officials will check

Passport or other travel document
Valid medical certificate
Other materials that meet the requirements
If you are applying for an employer-specific work permit. If your job requires a Labor Market Impact Assessment (LMIA), you will need to bring:

Job offer from employer
Copy of LMIA
LMIA number
Evidence that you have the qualifications and experience for the job

If your job is exempt from the LMIA, you need to bring:

Job offer from employer
Employment number provided by employer
Materials proving LMIA exemption
Evidence that you have the qualifications and experience for the job
