Introduction:

Quebec’s immigration programs include: Quebec Experience Class, Regular Skilled Worker Program and Quebec Business Immigration. Quebec Experience Class includes Foreign Students and Temporary Foreign Worker. Quebec Business Immigration includes Entrepreneur Program, Investor Program and Self-Employed Worker Program.

In March 2021, Quebec has launched new immigration pilot programs including, Permanent immigration pilot program for workers in food processing, Permanent immigration pilot program for orderlies including Work stream and Work-Study stream and Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors including Artificial Intelligence stream and Information Technology and Visual Effects stream.

Regular Skilled Worker Criteria:

  1. Have obtained secondary school diploma
  2. Have a validated employer offer
  3. Be 18 or older
  4. A single (unmarried) applicant must score at least 50 points based on Arrima system, while an applicant with a spouse or common-law partner must score at least 59 points

International Students Criteria:

  1. Intend to live in Quebec
  2. Have studied in Quebec for at least 1,800 hours (two years)
  3. Master, Bachelor or DCS diploma holders, have 12 months of work experience in a 0, A, B job and is still working at the time of application
  4. DVS holders, have 18 months of work experience in a 0, A, B job and is still working at the time of application, if the job is level C, it must be related to the DVS you obtained
  5. Work experience gained during a mandatory internship can be recognized for a maximum of 3 months
  6. Have lived in Québec for at least half of the duration of your study program
  7. Demonstrate knowledge of oral French equivalent to Level 7 and spouse of principal applicant also need to demonstrate oral French equivalent to A2
  8. Have enough settlement funds according to number of dependents

Temporary Foreign Worker Criteria:

  1. Have the intention of settling in Québec to hold a job
  2. Be legally working in Quebec as a skilled temporary foreign worker
  3. Have occupied a full-time job at level 0, A, B for at least 24 of the 36 months preceding the submission of your application and is still working at the time of application
  4. Demonstrate knowledge of oral French equivalent to Level 7 and spouse of principal applicant also need to demonstrate oral French equivalent to A2
  5. Have enough settlement funds according to number of dependents

Entrepreneur Program Criteria:

Stream 1

  1. Score 41 points under all factors in Quebec Economic Class selection grid for Quebec
  2. Secondary school diploma
  3. Intend to live in Quebec and operate a business (alone or with 3 other foreign nationals)
  4. Receive a service offer from a business incubator / accelerator or university entrepreneurship centre and demonstrate successful evaluation of the business
  5. A business plan

Stream 2 (temporarily suspended)

  1. Score 81 points under all factors in Quebec Economic Class selection grid for Quebec
  2. Secondary school diploma
  3. Intend to live in Quebec
  4. Have legally acquired a minimum of CAD$900,000 in net worth
  5. Holds and controls, alone or with the accompanying spouse or common-law partner, at least 25% of the equity of the enterprise he or she creates or at least 51% of the equity of the enterprise he or she acquires.
  6. Cannot acquire a business purchased in the 5 years prior to application, from an immigrant selected as an entrepreneur under the program

Investor Program Criteria:

(This program is suspended until April 1, 2023.)

  1. Have net assets of at least $2,000,000
  2. Minimum two years of Business Management Experience five years prior to submission of application
  3. Invest $1,200,000 in Quebec (reimburse $1,200,000 after 5 years without interest)
  4. Intend to live in Quebec

Self-employed Worker Program Criteria:

(Accept 50 applications between Nov.1, 2020 and Sep. 30, 2021)

  1. Secondary school diploma
  2. Come to Québec to create your own job by practicing a profession or trade
  3. have net assets of at least C$100,000
  4. have at least two years of experience as a self-employed worker in the profession or trade you plan to practise in Québec
  5. Register a start-up deposit of at least $50,000 at a local financial institution if based in the metropolitan area of Montreal. Candidates based outside of Montreal will be required to deposit at least $25,000

Workers in Food Processing Program Criteria:

  1. Be 18 years of age or over
  2. High school diploma or a Quebec vocational diploma in a study program of at least one-year, full time
  3. Is working at an eligible occupation and sector
  4. At least two years full-time eligible work experience
  5. Demonstrate knowledge of oral French equivalent to Level 7
  6. Enough financial ability

Eligible occupations include:

  • NOC 9462 – Industrial butcher and meat cutter, poultry preparer and related worker
  • NOC 9617 – Labourer in food and beverage processing
  • NOC  9618 – Labourer in fish and seafood
  • NOC  6732 – Specialized cleaner
  • NOC 9461 – Process control and machine operator, food and beverage processing
  • NOC  8431 – General farm worker, but only in the position of chicken catcher
  • NOC 9463 – Fish and seafood plant worker

Eligible sectors include:

  • NAICS 311 – Food manufacturing
  • NAICS 3121 – Beverage manufacturing

Orderlies Program – Work stream Criteria:

  1. Be 18 years of age or over
  2. Is working as an orderly in Quebec at the time of application
  3. At least 24-months working experience as an orderly in Quebec in the 36 months of preceding the time of application or at least 12-months in a health occupation outside of Quebec and at least 12-months as an orderly in Quebec
  4. Demonstrate knowledge of oral French equivalent to Level 7
  5. Enough financial ability

Eligible occupations outside of Quebec:

  • NOC 3011 – Nursing coordinator and supervisor
  • NOC 3012 – Registered nurse and registered psychiatric nurse
  • NOC 3124 – Allied primary health practitioner
  • NOC 3233 – Licensed practical nurse
  • NOC 4412 – Home support worker, housekeeper and related occupations, only when the applicant primarily performs one or several of the following duties in an institutional setting: providing personal care, dispensing bedside care and personal care and administering routine medical care

Eligible occupation in Quebec:

  • NOC 3413 –Nurse aide, orderly and patient service associate

Orderlies Program – Work-study stream Criteria:

  1. Be 18 years of age or over
  2. Is working as an orderly in Quebec at the time of application
  3. Have obtained a Quebec diploma related to orderly and completed Institutional and Home Care Assistance (870 hours of continuous training) in the 24 months preceding the time of application
  4. At least 12 months of working experience as an orderly in Quebec in the 24 months of preceding the date of application
  5. Demonstrate knowledge of oral French equivalent to Level 7
  6. Enough financial ability

Workers in Artificial Intelligence, Information Technologies and Visual Effects Program – Artificial Intelligence stream Criteria:

Foreign Workers:

  • At least 24 months full-time work experience in a level 0, A, or B in the 60 months preceding submission of application
  • A full-time job offer in the AI sector

Quebec Graduates:

  1. A full-time job offer in the AI sector
  2. Obtain a Quebec university diploma during the 24 months preceding submission of application and DESS holders have at least 6 months working experiences during the 12 months following the date of completion of study program

Workers in Artificial Intelligence, Information Technologies and Visual Effects Program – Information Technology and Visual Effects stream Criteria:

  1. Hold a diploma equivalent to Quebec diploma of college studies in technical training or a bachelor’s degree
  2.  A job offer or currently working in Quebec
  3. At least 24 months full-time eligible working experiences during the 60 months preceding submission of application

Eligible occupations include:

  • NOC 2171 – Information systems analyst and consultant
  • NOC 5241 – Graphic designer and illustrator, but only if your job is in the visual effects sector 
  • NOC 0213 – Computer and information systems manager
  • NOC 2173 – Software engineer and designer
  • NOC 2133 – Electrical and electronics engineer
  • NOC 5131 – Producer, director, choreographer and related occupations, but only if your job is in the visual effects sector 
  • NOC 2174 – Computer programmer and interactive media developer
  • NOC 5225 – Audio and video recording technician, but only if your job is in the visual effects sector 
  • NOC 2281 – Computer network technician
  • NOC 2241 – Electrical and electronics engineering technologist and technician
